New York runs the most genuinely valuable version of this in the country, and it is worth understanding properly because the insurance side applies whether or not you have any points.

The program is called the Point and Insurance Reduction Program, or PIRP. You will also see it sold as a defensive driving course or a motor vehicle crash prevention course. Same thing.

What PIRP actually does

  • Reduces up to 4 points on your driving record.
  • Gives the principal operator a minimum 10% reduction in the base rate of automobile and motorcycle liability and collision premiums, every year for three years.

The insurance reduction is not a promotional offer from one insurer. Any insured driver who is the principal operator and completes an approved PIRP course receives it.

What it does not do, in the DMV's own words

This is where the course sellers get vague. Completing PIRP does not remove a violation, a conviction, or the number of points from your driving record. Most violations, convictions and points continue to show on your record for up to four years after you complete it.

So the points are reduced for the purposes that matter, such as counting toward suspension, but the record itself is not wiped. Anyone telling you the course clears your record is selling, not explaining.

Why it is worth taking with a clean record

Because the discount is not conditional on having points. If you are the principal operator on a policy, a course you take purely as a driver with no violations still produces a minimum 10% cut in your base liability and collision rate for three years running.

That is unusual. In most states the course only makes sense once you already have a problem. In New York the maths can work on the insurance alone, so compare the course fee against 10% of three years of premium before deciding.

The course itself

The classroom version runs 320 minutes, delivered in one or more sessions, and covers driver attitude and behavior, defensive driving techniques and the Vehicle and Traffic Law. Online and alternative delivery versions are approved as well, and the sponsor must be approved by the New York DMV.
